Job description:


Successful candidate will either have supervisory/lead responsibility over a group of project control staff or function as a technical specialist who develops advanced concepts. Under minimal supervision, will perform the more difficult and complex aspects of project control activities, ensuring that all project control activities such as project administration, change management, project estimating, cost management and schedule management are executed in a timely fashion and in accordance with all company standards and contractual requirements. May be the lead project control position on assigned major projects or programs.

 

KEY DUTIES:

  • Responsible for the development of scope, schedule, budget and estimate to complete data for assigned tasks.
  • Lead in the creation of Work Breakdown Structures (WBS) and development of schedules and budget data (including resource loading) for those WBS elements.
  • Review all subcontractor and vendor change requests for cost and schedule impact.
  • Analyzes unit rates to the extent that corrective action can be taken to minimize project losses and the estimate to complete unit rates is defendable.
  • Assembles and compiles schedule and cost data and inputs into the project control database and provide output to the project team.
  • Lead in managing and maximizing project margins.
  • Advise management of risks that may affect project profit, costs, schedules and client relations.
  • Support the Project Management team in maintaining timely and effective change management processes, procedures and systems.
  • Advises Project Management of the cost and schedule impact of proposed design changes.
  • Takes the lead in the development and maintenance of any periodic (daily, weekly, monthly) status reports to keep management and/or owner informed on the project progress. These reports may include labor productivity, schedule status, financial analysis, Cost Performance Reports (CPR) and earned value curves reports on either direct or indirect construction activities that are a part of the work.
  • Submit recommendations to Project Management for material and labor cost reductions.
  • Prepares internal company's standard earned value-based reports, including schedule updates, Cost Performance Reports (CPR) and earned value curves.
  • Take the lead in the development of the Project Completion Report including the evaluation of all subcontractors and major vendors.
  • Incorporates field schedules in the Performance Measurement Baseline (PMB)
  • Implements trend and change management programs.
  • May provide PP&C support to multiple business groups.
  • Provides mentoring and career development counseling for junior level project controls staff.
  • On field assignments, assist with quantity tracking, retrieving project data from subcontractors.
  • Provide technical guidance and oversight (QA/QC) to less experienced project control staff.
  • Other tasks as requested or assigned.

Requirements:

  • BS in Construction Management, Engineering, Project Management or related fieldA minimum of 10 -12 years planning/scheduling and cost engineering experience in a construction and engineering environment Must have well advanced experience with project management software such as Primavera P6, Expedition, Microsoft Project and Cobra software and spreadsheet and word processing software such as Microsoft Excel and Word.Must be able to demonstrate required knowledge of project control principles; understand the principles and concepts of cost engineering as it relates to budgeting, monitoring and tracking actual costs, change orders and forecasting; qualified to teach planning and scheduling techniques using the critical path method, and be able to set up basic cost reports required by the project manager.Must have hands-on experience and be able to set up design and construction schedules and possess the knowledge of calculating physical percent complete and calculating Earn Value for the project.Must understand the various contract types, i.e. cost plus, T&M, FFP and ensure that all requirements of the prime contract are understood.Must be able to exercise independent and professional judgement in solving problems and coordinating issues as it relates to cost and schedules' and exercise independent judgement in dealing with clients, subcontractors and team partners in solving cost and scheduling problems.
  • Must be able to read and interpret design drawings and develop projected final quantities. Must be able to perform quantity survey techniques in developing construction status.
  • Will perform detailed variance analysis of project cost and schedule performance and present the analysis to senior management.
  • Must be a check and balance with the project management team in determining the financial health of the project.
  • Must be able to direct the procurement and accounting systems in support of the job cost tracking system.
  • Must be able to consistently estimate accurate completion time of own assignments and coordinate with project team
  • Must possess technical and practical application of engineering, procurement and construction functions
  • Must possess technical and practical application of estimating, pricing and costing.
  • Must be proficient in managing and directing people; have leadership skills to perform evaluations of control support staff regarding performance and technical abilities and be able to direct and delegate work assignment.
  • Must have excellent written and oral communication skills and negotiation skills.
  • Must be able to develop and maintain positive, cooperative, team-oriented relationships with coworkers, supervisors, managers, clients and other in contact with the job.
