FedEx Express serves customers in five large geographical regions, one region being Europe, Middle East and Africa (EMEA).
The role manages the achievement of defined business goals, including critical customs regulatory compliance for an assigned area of a complex Customs Clearance and Brokerage Operation. Involves establishing effective relationships within Customs/other authorities and leading the negotiation process to obtain simplifications and concessions.
It also optimises business opportunities and the Customer Experience by leading/ participating in assigned projects to develop and implement innovative and customised solutions (brokerage services, new/enhanced automation, engineering of processes).
Key Accountabilities:
• People - Uses approved processes to recruit, select and develop front line employees. Ensures they have the capability and tools to deliver requirements for FedEx, Customs and the Customer. On-going achieves optimum performance levels by clearly communicating corporate and local requirements and translates these into individual & Team performance expectations and targets. Consolidates this by using effective tools to set & manage performance expectations/objectives.
• Clearance operations processes - Evaluates and recommends resources (people, equipment, applications, external licences) required to support effective management of assigned clearance processes. Contributes to the development and implementation of effective tactics, plans and processes to ensure optimum utilization of resources and achievement of local clearance and brokerage goals (customs regulatory compliance, cost per pack, security etc).
• Managing Ongoing Performance – Evaluates ongoing performance of assigned operations, including vendor performance. Identifies changing requirements (staffing, volumes, quality, compliance etc). Incorporates changing requirements from outside of the team (other workgroups, regulatory, Customer, contingency situations etc). Initiates corrective actions to ensure required service and compliance levels are maintained. Escalates unresolved issues or requirements that have a significant impact on the business.
• Manages and influences regulatory changes - Leads/participates in the development and implementation of effective tactics and plans to influence forthcoming changes to Customs and/or regulatory requirements. Includes preparing an effective business case and presenting on behalf of FedEx, or working with industry groups and trade associations to impact change at a local or national level.
• Develops appropriate networks of contacts within key organisations. For assigned initiatives, consults with Customs/regulatory authorities to secure changes that will enable FedEx to adapt/improve its clearance related processes or services to Customers. For specific types of consultation includes lobbying Customers and government officials to secure support and increase visibility of the issue/requirement.
• Business & market intelligence – Develops an in depth knowledge of the FedEx businesses (strategies, goals, key functions, processes, systems) and of the EMEA and global business environment (Customs and regulatory authorities, Customer, competitor, economic, technology etc). Uses effective processes to develop the knowledge of the team, and recommends knowledge that is relevant for other audiences. Leads the development of effective communication and education initiatives for assigned initiatives for internal functions (Sales, Ops, Finance) and external organisations (Customers, GSPs, Carriers, Government agencies).
• Customer issues and requirements - Supports the achievement of the CE strategy through effective management of Customer opportunities and issues. Includes developing knowledge of Customers and their industry/segment and using this to identify and recommend the development of innovative and/or customised solutions.
• Finance and risk management – Manages the team to ensure correct and on time processing of duty and tax transactions (correct classification of entries, reconciliation of duty and taxes, disputes, management of transit guarantees etc). These involve high value payments that impact deferment guarantees and cash flows. Includes effectively managing all types of risk to minimise exposure to Customs fines, criminal action, loss of operating licence etc.
• Profitability & Customer Experience - Supports Sales in securing/closing business by advising on specific opportunities/methods for using clearance solutions and value-added brokerage services to increase Customer satisfaction and leverage advantage over the competition. Uses approved methods and tools to manage the budget and ensure that all costs are regularly reviewed and controlled within agreed limits.
• Development and implementation of Brokerage Services - Supports CE goals by participating in the change management process to transition local country operations from pure IP clearance to full brokerage services. Includes identifying, leading/or participating in the development of local opportunities to provide new services, and/or EMEA projects to develop full brokerage solutions that are customised to meet the needs of Customers. Develops and provides people with training relating to new processes and technology and works with key functions to develop SOPs and provide approved communications.
• Re-engineering automation – Recommends changes needed to local Customs systems, or functionality’s within systems to meet different business drivers (operational, market, legislation, automation gap, productivity enhancement). Includes working with IT on the detailed development of the system (specifications, testing, piloting). As needed, communicates with relevant groups and Customs to ensure that changes are managed and timed to maintain critical clearance operations.
Requirements:
• Good leadership skills with experience of managing people
• Experience in the express, airline or distribution company with knowledge of the industry
• Good command of written & spoken English
• Able to operate effectively in a culturally diverse business environment
• Excellent influencing and persuasion skills with experience of gaining commitment to significant changes
• Good presentation skills with experience of developing & presenting complex/high impacting business proposals to management, Customs and trade groups
• Good overall knowledge of a complex business strategies, goals, key functions, processes, systems and of the EMEA and global business environment (Customs and regulatory authorities Customer, competitor, economic, technology)
• In depth knowledge of current European & local customs related regulations, legislation & practices with experience of managing profitability and regulatory and service compliance
• Good understanding of the purpose & structure of Customs & trade authorities, together with relevant lobby groups including the key roles, responsibilities, decision makers, processes
• Good commercial awareness with experience of identifying, recommending & implementing cost reduction and/or revenue generation/profit improvement opportunities
• Excellent analytical & problem solving skills with experience of interpreting complex requirements and developing business focused solutions
• Good project management skills with experience of managing projects/process improvement initiatives
Working schedule – Tuesday – Saturday, between 7:30 – 16:00
