Jacobs acts as the Technical Advisor to PEJ Sp z.o.o. (PEJ), which is the state-owned entity responsible for delivering Poland’s nuclear power programme. Jacobs role is that of an “Owner’s Engineer”, which is not involved directly in any Nuclear Power Programme (NPP) design or construction activity, but rather acts as an advocate for the Client, applying technical due diligence to all aspects of the process, along with supply chain and contract management support for plant and equipment vendors engaged by the Client.
Jacobs fulfils this function through the delivery of engineering and technical packages of work (referred to as Service Authorisations (SA)) which require the development, approval, implementation and reporting of a diverse range of engineering and technical methods by suitably qualified and experienced team members.
In addition to the PEJ programme, Jacobs has positioned themselves as a key advisor to other developers emerging within the Poland Nuclear Power Programme.
The Quality Advisor is appointed by the Project Director (PD), to exercise Owners Engineering support to the Client within their discipline.
The role includes, through the relevant processes, the preparation of deliverables specified by the Client, review and commenting of deliverables prepared by both the Client and their other Sub-Contractors, and audit of the Clients documentation for completeness.
- Provide advice to the Client and Jacobs project team on aspects relating to Quality Management and the deployment of an IMS.
- Support the Client in the management of the IMS implementation project including development of the relevant Quality Management business/process architecture.
- Support the Client in the management of the development of the End-to-End processes with Process Owners and Subject Matter Experts.
- Ensure that the Quality Management aspects of the IMS deliver the needs for the project and comply with the requirements of the regulatory environment and the necessary international standards.
- Coordinate the performance of the internal audits and self-assessments including the resolution of audit findings.
- Maintain a working relationship with relevant external organisations and ensure lessons learned are incorporated into the relevant processes and procedures for continuous improvement.
- Support external and third-party audit from parent company, regulators, shareholders/investors and certification bodies Support the Client in the development of quality (QA/QC) arrangements for deployment across the project organisation.
- Implement key quality arrangements related to the following topics:
- Quality Execution
- Support Technical Assessment of Suppliers
- Conduct Supplier Audit
- Conducting Manufacturing and/or Construction Surveillance
- Management of Non-Conformances
- Quality Release Process (where applicable).
- Undertake actions to resolve issues relating to the implementation of quality and to bring about improvements, and support others in these actions.
- And any other reasonable requests within the scope of the Role.
- Support the Client in development and delivery of processes to review, accept and monitor suppliers/contractors Quality Plans.
- Support the Client in the identification and delivery of supply chain audits.
- Support Project Management in the production of internal project Quality Plans for each SA.
- In compliance with the project Quality Plan, ensure deployment of key quality contractual arrangements and specifications.
- Lead the implementation of quality record reviews.
- Support the determination and application of strategies for progressive provision of quality records by contractors.
- Develop and maintain effective relationships with internal and external stakeholders including contracted inspection entities.
- Support the Client in the Client review and acceptance of relevant manufacturing and construction documentation provided by contractors.
- Support the Client in performing inspections, surveillance and audit when required.
- Support the monitoring and technical resolution of non-conformances including the management of corrections and corrective actions.
- Support the review and acceptance of end of manufacturing/construction reports.
- Degree in a relevant science or engineering subject, or equivalent qualification, or equivalent demonstrable time served experience.
- Broad experience of implementing a variety of quality related solutions
- Extensive experience in the development, implementation, and maintenance of Management Systems
- Extensive experience in the application of ISO management system standards
- Experience in management, governance, and strategy of enterprise architecture content
- Proven track record of delivering results.
- Proven leadership experience working in a quality assurance/control environment within the nuclear industry or other relevant safety critical industry.
- Proven experience of interaction and resolving issues with a wide range of stakeholders in a multi-cultural environment.
- Experience performing supplier audits.
- Position requires experience in project delivery, preferably in the nuclear power sector, with significant focus on project quality, with a solid understanding of the Quality Assurance and Quality Control in major projects across engineering, procurement, manufacturing, construction, and commissioning.
- A clear and considerable understanding of quality management best practice for deployment by large, complex, and contract-led organisations.
- Knowledge of Quality Systems, ISO 9001, ISO 19443, IAEA GSR-2 and interrelated standards including ISO 10005/10006
- Confident and articulate communicator, able to prepare presentation material, and comfortable addressing individuals, small groups, and very large audiences.
- Degree in a relevant science or engineering subject, or equivalent qualification, or equivalent demonstrable time served experience.
