Finance and Administrative Specialist, USAID Central Europe Program Rule of Law Activity

Job description
Dexis seeks a Finance and Administrative Specialist in Poland to support the USAID Central Europe Program Rule of Law Activity, which seeks to build the watchdog skills of civil society and civic movements to enhance rule of law observance, combat corruption, and increase access to justice.
The Finance and Administrative Specialist will ensure that financial transactions are properly supported and recorded, following relevant regulations, including those of the donor and host countries. The Finance and Administrative Specialist will report to the Deputy Chief of Party (DCOP)/Grants Manager.
This position will be based in Poland with an anticipated start date in October 2022.
Responsibilities
- Manage daily grant financial operations, including cash flow management, banking, budget monitoring, and financial reporting.
- Support office administration, logistics, human resources, travel, and procurement.
- Manage finance and accounting funds for grants, other program activities, and Dexis operations.
- Track and report on disbursements for all activity and non-activity expenditures.
- Review and process expense reports and wire transfer requests.
- Perform financial analyses and timely financial reporting
- Maintain appropriate documentation for all purchased assets.
- Ensure timely salary disbursement to all project employees.
- Perform financial tracking of disbursements to vendors, consultants, and grantees.
- In coordination with DCOP and Country Coordinators, monitor and track grants disbursements to ensure compliance with approved budgets and project systems and procedures.
- Provide guidance and support to subgrantees, including supporting audits and/or pre-award due diligence requirements; budget development and review; financial tracking, etc.
- Manage Dexis QuickBooks and monthly bank reconciliations
- Maintain liquidity of funds in the field and regular financial reporting.
- Submit quarterly financial reports and quarterly accrual reports.
- Assure that all relevant government regulations and processes are followed and document any deviation to the established procedures with approval of the COP or their designee(s).
- Coordinate with the Dexis HQ Finance team on financial matters.
- Adjust for exchange rate fluctuations and availability of funds.
- Other duties as assigned.
Requirements
- Bachelor’s degree or equivalent university degree in finance, accounting, or a relevant field.
- At least 3 years of relevant experience managing finance and accounting for a USAID or other donor-funded program.
- Demonstrated expertise in finance and accounting systems, including Quickbooks.
- Ability to prioritize and manage a high-volume workload in a fast-paced work environment.
- Strong written and oral communication skills.
- Proficiency in MS Word, Excel, and other basic computer applications.
- Experience living and working in Central Europe.
- Proficiency in written and spoken English.
- Must be able to legally work in Poland.
