Deputy Chief of Party/Grants Manager, USAID Central Europe Program Rule of Law Activity

Job description
Dexis seeks a Deputy Chief of Party (DCOP)/Grants Manager to support the USAID Central Europe Program Rule of Law Activity, which seeks to build the watchdog skills of civil society and civic movements to enhance rule of law observance, combat corruption, and increase access to justice.
The DCOP/Grants Manager will support the Chief of Party (COP) in all aspects of programming and provide the overall management of the activity’s grants program to ensure the successful achievement of activity goals and objectives. The DCOP/Grants Manager will report to the Chief of Party (COP). This position will be based in Poland with regional travel. The anticipated start date is in October 2022.
Responsibilities
- Manage the day-to-day field office operations including but not limited to administration, sub-award management, logistics, procurement, and financial administration.
- Assist in project start-up, including securing of office space, equipment, and personnel.
- Provide technical support on program’s crosscutting interventions, including monitoring, evaluation, and learning (MEL), strategic communications, and advocacy capacity building. Ensure compliance with donor regulations, local laws, Dexis procedures and other requirements
- Manage human resource administration and staff performance.
- Supervise Finance and Administration Specialist, and relevant short-term technical assistance.
- Manage the grant life cycle activity implementation, in coordination with Country Coordinators, including solicitations, pre-award assessments, implementation, and closeout
- Build partner capacity in USAID programmatic, administrative, and financial regulations
- Support the COP in managing relationships with key counterparts, including coordinating MEL activities with other Central Europe Program implementers.
- Ensure integration of adaptive management and gender, political, conflict sensitivity, and cultural considerations in all activities.
- Implement financial and procurement management systems in accordance with Dexis policy.
- Serve as acting COP as needed.
- Perform all other relevant duties that may be needed to ensure the overall efficient implementation of the program.
Requirements
- Master’s degree in the social sciences or equivalent professional (or legal) degree.
- At least five years of experience managing donor-supported programming in Central Europe in democracy, human rights, and/or governance, with experience relevant to activity objectives.
- At least three years of relevant grants management experience, preferably with USAID
- Experience working with and empowering local partners and traditionally marginalized groups.
- Commitment to learning and entrepreneurialism.
- Minimum of three years of relevant supervisory experience.
- Regional experience working in Central Europe.
- Ability to work effectively and collaboratively in a dynamic and diverse team context and as a team leader.
- Exceptional organization, written and oral communication skills.
- Proficiency in written and spoken English.
- Proficiency in MS Word, Excel, and other basic computer applications.
- Must be able to legally work in Poland.
